I am trying to join the access point 1602 with Cisco 4408 controller. Cisco controller 4408 software version is 7.0.240.0. Is it possible to join the access point 1602 with Cisco 4408 contoller.

Not possible.
AP1600 requires firmware 7.4.X which a 4400 cannot support. You'll have to either get a WLC that can support 7.4 firmware or operate the APs in autonomous.
