Is the assurance license needed to run Netflow and NBAR in PI2.0 ?

Not without the TAC licensing team generating you a temporary license. You might be able to get your partner (if your're working with one) or, if you're a partner, have your CSE get you a Not for Resale (NFR) evaluation license.
If you're just looking to kick the tires you can also just (re)build a server and start the clock fresh.

Yes.
Technically Prime Infrastructure Assurance is performing NetFlow monitoring. NBAR is supported via deployment templates and is used on the collectors to identify applications which can then be analyzed with PI Assurance AVC and Medianet functions.

Do you think not having taken advantage of the 60 day assurance trial window following the initial installation, that it could be enabled again ?
