How can I forward a call from one extension to another extension's voicemail?

I am using CUCM and Unity 8.6.2.  I need an extension to forward all to another extension, and if busy or no answer, go to the voice mail of the extension forwarded to.  For example, original ext 10610 forward all to 10267, if no answer/busy, go to VM of 10267.  Currently, when use forwardall and no answer or busy, the call goes to the original extension's VM.  What is the best way to accomplish this?
