cucm 9.1.1 i can't restaring or shutdown

i have a cucm 9.1.1.2000 i trying restart or shutdown but not allow .  i have only CUCMBE6000 (1Pub)

 

This is the error show :

Hi,

 

Try to run recovery tool CD to perform file system check & repair, this process might take 15-20 minutes.

this is the option on cisco>Downloads>Products>Unified Communications>Call Control>CUCM>CUCM 9.1.1>Recovery software ?
