Cisco router: IGMP Query and PIM RP selection process

Hi guys, 

I have an issue with some election processes of Cisco router (12k series).

Can the election process of the IGMP Querier (lowest IP) or the PIM DR (highest IP) be changed ? So that the same router becomes IGMP Querrier and PIM DR? 

Basically I have the following architecture : 

R1         R2                      (Routers)

|              |

S1---------S2                      (Switches)

|              |

M1        M2                      (Machines)

In this case R1 is IGMP Querier and R2 is PIM DR (provides Multicast). The issue is that multicast also goes to on the link S1 to R1 cause the switch identifies a router (thanks to the IGMP query).

can you set a higher or lower ip address on a loopback interface to swing the election in favor of which one you want as the DR?
