IPCC 7.0 - Agent hears busy signal

Agents are experiencing an intermittent issue when caller hang up a call.  The agent hears a busy signal then they get a Pop-Up "Requested operation failed".  This is the windows version of IPCC not Linux.  All CAD services have been restarted on the server.
