SIP phone 7940 - INVITE problem

Hi all, 

i have a problem with SIP IP 7940. I have a asterisk 11.8.1. When i try sip show peers, soft phone have a response 9ms, cisco 7940 210ms. I was try network change (connect only cisco switch asterisk) - same problem.

I thing problem is in configuration of cisco.
