execution failed on start of acs application.

searching all over, is there a way to re-initialize the view database?

I've gone into the acs-config and tried the commands there but it tells me that monitoring and reporting services are not running and can't use the cli before starting this service.

if anyone has any suggestions on how to resolve, much appreciated.
