2900 and 3900 routers can support CME.  

As for switch, depends on your budget.  Most important thing to consider for switches are: 

1.  How many phones per switch; 

2.  What particular model of phones (some phones draw less than 15.4w and some draw up to 20.0w); 

This will decide if you need an "FP" (Full PoE) switch or standard PoE.  

So many factors to consider but it will depend entirely on your budget.

What handsets are you going to use?

Do you need 10GE for uplink ports? I suggest the SG500X models if you are going to fill all ports with phones. 375w total from PoE devices and all 48 support PoE. Also for supporting QoS, Stackable and already Layer 3 switches.

1.  All Cisco switches can support VoIP deployment (PoE or non-PoE). 

2.  All routers can support VoIP. 

The major question that needs to be answered is WHAT IS YOUR BUDGET.  

Your switch can be a chassis-based or individual based.  Can be Instant Access or regular IOS.

this is not homework, actually i had training of VOIP in 2009 that was theory not practical therefore i forgot it, as you asked for the budget i found it we have 14000 $ budget for it, i posted this question because i would like to know about VOIP and devices model and cost .

i hope this is enough,
