The difference is in the ordering process.
For new configuration you need to order for built-in LIC-SX20-MS.
For existing SX20 you need to order upgrade option for your codec L-SX20-MS.
The Cisco price for both cases are same, but some country has different tax for ordering internal feature or order separate license for upgrade.
