How can I change the Self Care Portal language to French?

Assuming you have already installed the locale, change your browser language setting to french

Can u try this option?

 

General Settings—The settings under this tab allow you to configure settings such as user locales and passwords.

This setting is for User/Phone, what I need is the portal page itself displays in French.
