CSR1000V. DHCP server issue

Hi!

 

There are two CSR1000V. One of them should recieve ip address through DHCP from another.

R1 is dhcp client, R2 is dhcp server

 

I see dhcp discovers on R2 and no mesages are sent:

R2# show ip dhcp server stat

Message   Recieved

DHCPDISCOVER 32

DHCPREQUEST  0

...

Message   Sent

BOOTREPLY   0

DHCPOFFER   0

R2# debug ip dhcp server packet
DHCP server packet debugging is on.

Why DHCP does not work?

The same configuration on Catalyst 6509 and ASR1k connected to it works fine
