Serial interfaces Link Status Down.

Dear All,

 

I've installed E1 card (VWIC3-4MFT-T1/E1) in cisco 2911 router (IOS version 15.4) and configured accordingly. But  Link Status of serial interfaces 

down. Here is the  Card configuration and Sh interface serial 0/0/0:0 commands result-

So what is the problem and how can i up the link status?
