1552E cannot join to Cisco WLC 4400 ver 7.0.251.2

I try to connect AP 1552E to WLC 4400 with version 7.0.251.2.

i allready input the mac to the :

WLC GUI>>Secuirty>>AAA>AP policies>>Add

and

WLC GUI>> Security>>Mac Filtering

but the AP still not connected.

What is the AP iOS?

With wlc 7.0.251.2 the ap iOS should be

12.4(23c)JA9
