It's an IOS-based license to control what web sites users can visit. See the data sheet for more info.

It was pretty much unused in my experience - probably a big part of why it was discontinued (end of sales) in 2012. Here's the EoX notice.

There are more modern and capable replacements in the FirePOWER, WSA and Scansafe/Cloud Web Security product lines.

Thanks Marvin for your always support , i think also it is end of sale because it is not differ from the URL filtering .
