Copy User to Group option grayed out in Jabber client

User is trying to copy a user to a specific group. For some users they are only getting the option to move user to group. For some they get both the move user to group and copy user to group. Cannot figure out what configuration allows this option to be available.

Using Cisco IM and CUCM.
