TAC case is the best way to proceed here. Unfortunately there is no magic command that can reveal the cause of the issue. On ASR9000 platform HW issues are easy to spot because there are plenty of error messages and show commands that can reveal such a failure. If TAC case owner hasn't found any, I'm sure we have to look elsewhere for the root cause. We need to understand first what 'slow Internet access' means in this case. Let's continue working through the TAC SR. Can you share the TAC case number?
I suppose you have upgraded to 5.2.4 (not 5.2.3). Please make sure you install all the recommended SMUs as well.

Sorry, of course I installed 5.2.4.
Case number is 636049659.
Slow internet access means that I try to search videos from youtobe for example and it buffers often. After I try to make speedtest from different servers and I see download speed 3-4 times lower then showed the same test in the morning. I tried many tests from different corners of our network and ascertain that this 40G link is the problem. Also in peak hours I see that 2-3 hours traffic on this link is about 20 Gb/s, not rising this value.
I know that in software 5.2.4 is ttcp tool. I can test this link with ttcp, but I don't know what will be the router's behaviour in such speed.

would be good to check the show controller np tm to see if the traffic manager is dropping traffic due to shaping.
also the show controller np counters npX to see if there are any substantial drops going on that are worth looking at.
any case yeah might be good to work via the tac case to prevent duplication of effort.
