Unable to prime 2702

I have added some AIR-AP2702I-UXK9 APs to a 2504 wlc. The aps are flashing green, red and cannot connect to the a channels. Discovered that these new aps need to be primed to associate the correct country code. I have an LG G4 running 5.1, however I am unable to install the Air Provision app on the phone. Is there a way to use a device without cellular service to provision the regulatory domain? Or does someone know why the app will not install on my phone?

This is what given doc states. I would try with different end device if one does not work.

The AirProvision application, to migrate Universal AP into correct regulatory domain, is supported on following versions of SmartPhone Operating Systems:

  • Android Jelly Bean 4.3 or higher

  • Apple iOS 7.0 or higher

  • Windows Mobile OS 8.0

Depending on your smartphone's platform, download and install the Cisco AirProvision application from iOS App Store, Google Play Store, or Windows Phone Store.

I have the identical problem, just setup my bundle today and cannot dl this android app on any device with Android 5.1 (LG G4 or Moto X Pure)....So I have 2 working APs flashing red and green because I cannot modify the country code because the app is too old.....I also tried two other Android 4.4 devices, but since they were rooted, no dice. Finally I grabbed an old iPod Touch 4S and sorry the app requires at least iOS 7.1 and couldn't upgrade that device from 6.2. Please let me know if there's another work around without borrowing an iPhone or iPad...
