QoS-Using Unutilised Bandwidth

We have following classes with respective bw allocation %age:

Voice - 10%

Video - 20%

Business - 50%

Default - 20%

if there is no voice and video traffic, will their unused bandwidth be used by Business & Default class? if yes, in what %age?

if not, how can unused bw of certain class can be distributed among remaining classes (Business & Default)?

Generally, classes can utilize bandwidth not otherwise being used. How it is used, depends on the demand, but QoS generally supports the ratios. For example, for just Business and Default, the ratio would be 5:2 (or 2.5:1).
