As per the MRA troubleshooting guide for this kind of error:
Remediation
- Verify that the Username/Password entered under the Provisioning page on the TC endpoint is valid.
- Verify credentials against the CUCM database.
- Version 10 - use the Self Care Portal
- Version 9 - use the CM User Options
The URL for both portals is the same: https://%CUCM%/ucmuser/
If presented with an insufficient rights error, ensure these roles are assigned to the user:
- Standard CTI Enabled
- Standard CCM End User

Can you check if the error is exactly the same as mentioned in the above doc.
