q: cisco ise time and ntp sync settings

after power failure cisco ise nodes had wrong time (+1 hour from normal)

1 node took right time from ntp server, but on second we found such messeges in log:

2015-11-22T12:27:48.976206+03:00 ise1 ntpd[2224]: synchronized to 10.19.2.1, stratum 1

2015-11-22T12:27:49.945202+03:00 ise1 ntpd[2224]: time correction of -3600 seconds exceeds sanity limit (1000); set clock manually to the correct UTC time

for this reason user computers had troubles with authorization:(

questions:

1) where we can edit sanity limit settings

and why sync on second node was successful?

2) where we can set right time so it will be normal after restart? in bios?

our timezone is GMT-3

time in bios is correct

after restart again 1 node took right time from ntp server, second was with +1 hour (but they "changed" - node with right time is node with sanity limit from first post)
