According your description, it seems you are able to capture TR069 session between device and server. Can you capture the packets into file and attach them here for analysis ? The capture data should cover all TR069 data from "while working normally" to "again stop sending".
Also, turn on debug&syslog of Voice application, catch them and attach as well.
The attached file tcpdump three attempts to transfer data to the server . The first and second attempts - OK. After the third attempt data SPA112 sends RST, after stops sending data to the server . Debug turned on , wait for the repeat of the problem.
