why does TCP protocol run only in the end systems and not in the intermediate network ,elements,routers and link layer switches

Forwarding a packet only requires knowledge of the layer 3 header (ignoring firewalls, IPS, etc). These devices don't have to care which application requested it, or wants it.
However end devices need to be able to "marry up" an inbound packet with the application that is waiting for it.
