FIPS pre post failure in nexus 7K

I have a nexus 7018 with FIPS enabled, and now when I insert an M108X2 line card in slot 4 it won't power up, and I see this in the logs:

%SECURITYD-2-FIPS_POST_ERROR_MSG: LC 4 failed (pre post failure)

What does it take to get that line card to power up?

Any input helps - thanks
