Cisco Prime Infrastructure 3.0 Email Notification

We are running Cisco Prime Infrastructure 3.0 . We are wanting email notifications for Switches and Hubs when one goes down and up within a minute. We have selected the option Switches and Hubs with severity level as Critical under the Email Notification. We are testing with a non production switch. When we disconnect the link we see the alarm in the Alarm Summary but it is 5 minutes or longer before we receive a email notification. Is there a setting that can be set to receive a email within a minute of the switch going down or up?

No there isn't a place to change the time for email notification.  Emails are sent when an alarm occurs that matches the categories and the severity levels you select. - http://www.cisco.com/c/en/us/td/docs/net_mgmt/prime/infrastructure/3-0/administrator/guide/PIAdminBook/config_server_settings.html#63370

I would work with TAC to see what the issue is, I don't believe Prime is at fault for the delay but I don't know your network.
