we will taking over two Cisco ASA 5585 soon and one of the requirements due to lack of rack space is the process to bring the back up FW from a cold standby status

If they are not both online they wont be able to sync their configs.
But apart from that issue, if the active unit is offline, you can just power on the "cold" standby, and it will become the active unit.
