the upd.xml file is not on the latest SP3 bundle TES_6.2.1_SP3_and_6.2.1_SP3_HotfixBundle_07132016. Can I use one from an earlier bundle or is there a newer one that I can get?
What version of Tidal are you currently running? The upd.xml file is used in conjunction with the Tidal upgrade to version 6.2.X -- So, if you are already on Tidal 6.2.X then skip that section.
