ISR G2 3945 booting config from USB

Hello,

I have been trying to boot mini config from USB stick on router 3945, but for some reason its not working

any thoughts?

The IOS version is 15.5(3)M2

below is the config -

interface GigabitEthernet0/2
ip address dhcp
no shut
!
pnp profile IWAN-PNP-PROFILE
transport http ipv4 xx.xx.xx.xx port xx

exit
copy running bootflash:IWAN_RECOVERY.cfg

copy running bootflash:IWAN_RECOVERY.cfg

This command is incorrect.  This command means "copy the running-config into the bootflash and name it as `IWAN_RECOVERY.cfg'". 

To load an config from the USB to the running-config the correct command is "copy usbflash0:filename.extension runn".

Attached is the router config

copy usbflash0:ciscortr.cfg runn

And what message was displayed when the command "copy usbflash0:ciscortr.cfg runn" was entered?

The command "copy usbflash0:ciscortr.cfg runn" is part of the .cfg file in USB

after boot completion, router gives the default prompt of "Would you like to enter the initial configuration dialog? [yes/no]: "

The entire process(bootstrapping) is part of the iwan deployment. Router should start with the config in USB stick. And for some reason its not.
