Cannot get Mobility Express setup on 1832 AP

Model is 1832I-B-K9

I cannot get the AP to boot up for Mobility Express.  I have the AP installed on a completely isolated network so it is not getting any DHCP option 43, DNS resolution, or L2 broadcast response from a controller. 

Switch has local DHCP server configured on it, and AP is getting an IP address.  Watching the output from the CLI, I see the AP gets an IP, moves into Discovery state and stays there several minutes before rebooting and starting the whole process over again.

I also tried wiping the config holding the Mode button for 5 seconds, but still get the same results.

Here's some more info from a show version:

Additionally, I have a 3802I-B-K9 that is behaving the same way...

Any help or suggestions from the group are greatly appreciated...

Looks like the wrong AP's may have been ordered... I have 1832I-B-K9 models... it appears there are 2 different software versions to chose from if the AP's were the 1832I-B-K9C models.

Does anyone know if a regular -B-K9 model can get the Mobility Express software loaded on it?

Confirmed that 1832 can be converted... did it this morning with no issues.

However no luck with the 3802's so far... it downloads the software but I keep getting the error:

"image file size is smaller than image+key+signature"

and then it fails.
