Access Point 1700 series, speed issues

I have Cisco Access Point 1700 series connected to a layer 3 switch that have internet. the issue is cellphones and tablets are very slow and can't even surf on internet. I use my laptop first connected to switch directly and I'm good the I connect it to second AP port my speed was like half and when I connect it to AP through Wifi now the speed is a lot less.

is there anything I missed that my APs work like this?

What speeds are you getting from your tests above? When you connect to wifi, try an open SSID and compare. When you associate to the SSID what speed are you getting on the local LAN vs Internet? What is you device showing you what speed you are connected at?
