I have CTS-PHD-2.5X, just wondering if i could just connect it via USB to a PC and use it with WebEx?

No, your PC will not recognize it as a video capture device. Cisco doesn't create Windows drivers for it.
If you view the camera guide, you will see the USB port is labeled "for future use"

The camera is only usable when connected to a codec - it's just an input device. If it's connected to an SX20 or something like that it can dial into a Webex CMR meeting, but if you are trying to use the camera by itself with a Webex client, no.

If you have WebEx Meeting Center with CMR Cloud feature, than you can dial into the meeting via a video conference endpoint or application.

It's not possible to use a camera meant for a TelePresence endpoint to be used as a webcam with a computer.
