How to accomplish Cicso Device AD login

Cisco used to have (ACS) access control server for allowing AD logins thru CLI. I think its EOL now and it may be Cisco ISE that now contains this functionality.

Either way we aren't really looking to spend much just to gain this feature. We have run across some free options with Windows radius which work but appear to be very insecure. (PAP?) Is there any free-ish way to accomplish AD login on Cisco devices like 2901, 2911, 3560x, 3650x? MS-Chap or better?
