Cisco CUCM subscriber Database Communication Error

After the CUCM publisher down I will face " the Database Communication Error"" when Logging into the CUCM subscriber 

CUCM V10.5

I have active all services 

When the CUCM return UP  the error disappear and the replication work fine.

That is correct. When the Publisher is down, there is a database communication problem. The database on the Subscriber is a read only copy. All configuration changes are made on the Publisher database.
