Strictly speaking, QoS does not take effect until there is congestion. If you never have congestion on the network QoS is unnecessary. However, in the real world you cannot guarantee that you will not have congestion at some point in the future. In all likelihood you will. QoS is always recommended for voice/video in order to prioritize this traffic in the event of congestion on the network.
