I am running 15.4(2) vIOS and Cisco navigator states that 15.4(3) is needed to PfRv3? Can anyone tell me for sure that 15.4(2) will not work for v3?

What actual device are you running 15.4(2) on?
Personally I would trust the feature navigator. And even if you could find it in an earlier version of code - I'm not sure I would trust it to be fully operational and relatively bug free.

Just an vIOS image at this point for testing. Then we will run 4400s.
