May I know how often the VMR cascading bug hits when users calling the VMRs?

I see a very few TAC cases being opened for this issue, the bug that you are referencing is the following

Basically try ensuring the underlying network is working optimally.

Can we investigate how often this bug is hitting?

May I know if there is a fix available for this known bug?

If you are experiencing this issue in your setup then it can be investigated further, apart from that the only thing you can check to see how frequent the bug is by checking the number of TAC SR's that are linked to the bug.

Although the bug says fixed it dos not list the fixed version , you may check with TAC if they have more info on the fixed release, whether it is available or in the pipeline.
