snmpv3 on CER failing

Errors in CER after configuring SNMPv3 and running switch port update.

1. Failed to retrieve SysOid of a device 10.10.100.10 Please check if device is SNMP reachable

I added users on both CUCM and in CER with read/write/notify permissions and added the switch to CER in SNMPv3

Have you tried rebooting CER server, on several occasions after spending significant time with similar issues rebooting the server cleared it for me.
