Mark,
Everything from DoD should be covered under JELA, just contact Cisco:
About the DOD JELA
The U.S. Department of Defense Information Technology Contracting Organization (DITCO) entered into a Joint Enterprise Level Agreement (JELA) with Cisco for technical support and services in September 2014. The contract consists of one 9-month base period and four 1-year option periods, with the total period of performance scheduled to end in June 2019.
Through this JELA, all Department of Defense (DOD) organizations that enroll in the contract have access to Cisco Smart Net Total Care technical support and additional resources from Cisco. These resources include technical education, classified network services, and engineering and consulting support. All DOD organizations are eligible to enroll in the contract, which provides coverage for all Cisco hardware and software.
The DOD JELA contract number is HC1028-14-D-0003. A unique Smart Net Total Care contract number will be created for each enrolling organization.
For More Information
If your DOD organization is enrolled in the JELA, you can find additional information at: https://gs-pubtools.cisco.com/awiki/.

You can use the Device Coverage Checker to check Cisco service contract coverage for a device or group of devices. From what I can tell, the SX20 isn't covered under a current support contract, but as Justin points out, you should contact Cisco or your local reseller for more details.
