IW3702 POE out port

Documentation for the IW3702 clearly states:

The PoE OUT port is enabled only when the access point is powered over the PWR port. When powered over the PoE IN port, PoE OUT functionality is not supported.

But does this mean that the POE power function is not supported when on POE IN, and does the POE OUT port still function as an ethernet port (without POE). That is, could I attach to a switch? (which doesn't need the POE).

Or is the port just dead when no powered via the PWR port?

Thanks.

Matt
