Calling Pilot Point Not Always Working

Intermittently, the Pilot point can't be reached by some IP Phones. Periodically, some users forward their phone to the receptionist using the Pilot Point extention. They can forward to the operator using one of the "real" extentions but that isn't good since those extentions will get a busy signal if they are in use. The Pilot Point should not get a busy unless all the extentions are busy. When we experience the problem, we call and hear a continuous ring but the phone associated with the Pilot Point never rings. As far as I know outside callers are not having the problem but it's possible that they are too. Is anyone else having this problem?
