When a PSTN caller hits the Unity System and they dial and extension, is there a way that instead of hearing, "Please Wait" you will hear the recorded voice of the destination extension?

no, that prompt is hard coded at the moment. We've had a few sites replace that prompt with a blank one to not play anything there but it can't be replaced with a phrase using the voice name of the target without back end coding changes

Will this possibly change in a future release?

Well, we used to have (way back in the Repartee days... when I was your age) a special "transfer greeting" for all call handlers (called "transaction boxes" back then) and subscribers. If this were not recorded it'd play the canned "please hold..." prompt but if it were recorded, it would play that instead. Few folks used it and it just dropped out of the product along the way. Not a real common request (removing it entirely comes up from time to time which is doable).
It's possible to go to that design or something similar but it'd be some amount of DB backend, conversation and SA work so it'd have to be something that would justify the output. My best suggestion is to ask your account team to put in a feature request for you and see if the product team can get it on the roadmap.
