It’s going to be difficult at layer 3 because these applications can change ports so you block one hole, and they’ll get around dit. They can even run on port 80. You’ll need to look at an application layer product or proxy but that usually slower than just allowing such downloads in the first place.

A good place to start would be by not allowing TCP port 1214 out of, or into, your network. This is the default port that programs like Kazaa and Morpheus run on.
