Rate limit with CAR or Class-based policer ?

Hi all; I am an ISP; Cisco strongly raccommend to use NOT CAR for aggregations greater than DS3 ... same is with Class-based policer ?

I have to use rate limiting centrally with a couple of 75xx's and I'm choosing between Gigabit and ATM; what technology can I use to have not performance problems ?
