I want to configure PBR for traffic routing based on application (TCP port no)
there are two links, one using the terestrial line and other using VSAT
the VSAT link is configured as backup for the terestrial link.
can I configure PBR so that the selected traffic would flow over the VSAT link, even if the primary link is active?
In case the route on which the packets are routed using PBR goes down, will the packets be routed using the nomal routing configured for general traffic?

Yes, PBR could be set up to do this sort of thing. You can sort the traffic based on destination, or traffic type (protocol number), etc. If you configure PBR correctly, setting a next hop rather than an outbound interface, you shoul dbe able to make it fall back to the terrestrial link on the sat link failure.
