I am getting arp request on my 2600 router that are the broadcast for my ip range with an incomplete arpa .
eg. Internet 172.17.3.255 0 Incomplete ARPA
Is this normal behavior? I don't recall seeing this in the past.

Hi,
The router is sending out broadcasts asking for the MAC address that corresponds to 172.17.3.255 and does not get an answer. Therefore 172.17.3.255 in "show arp" output is marked incomplete
This document explains the above under ARP issue:

Why is the router sending out a broadcast to this address? It is not a valid address on my network.
