Cisco 2611 with NM-32A

Not sure where to post this. Anyway, a customer has a Cisco 2611 and an NM-32A module. They're using this configuration as a terminal server. They're using SSH to access the unix servers attached to the terminal server. They're saying that only 4 concurrent users can access the ports via SSH. They'd like to know whether it would be possible to have more than that...maybe even 32 concurrent users...one user per port via SSH.
