How much packet loss is acceptable?

Does anyone have a feel for packet loss? This seems to be a problem on firewalls of all manufacturers, and while typical losses don't seem high, is 2% loss acceptable, or should it be near zero in all normal circumstances? (Please assume that the firewall is correctly sized for the connection.)

What if you were to do traffic shapping on a router before the PIX and tell the router what the size of the line is so it doesn't mark the packets discard eligible?

Packet loss is normal and data is resilient but 2% seems high to me... I bet configuring the Switches, PIX and router correctly this number can come down to near none.
