How to limit bandwidth usage of 3002 clients

My company is planning to implement DSL connections using 3002 clients. My question is how do I throttle the bandwidth of a 3002 clients (if necessary). Many of the DSL connection vary in bandwidth. Is this possible using Policy maps or is there something better? Tx
