Is there a way to set up a router to send
statistics about its CPU usage and bandwidth
to a syslog server for analysis?
Is syslog only for information such as alerts
and warnings?

If you want to collect output from commands,
you can use a script such as the one at:

Syslog is not for bandwidth monitoring/alerting. You can poll both via SNMP and for that there are some good tech tips at:
