What is the problem when the sender does'nt hear a dial tone but the receiver can get the call?

The situation is like this, we replaced their existing box which is cisco 3640 version 11.3.9T. The voice where working fine on that version. Then we changed it to cisco 3660 version 12.0.5 T, 12.1.1 T and 12.0.7 T they noticed that they can't hear any dial tone when they call that box but on the receiver side they can hear their phone ringing. All their existing routers are running on 11.3.9T versions. Is that an IOS problem or do we need some modifications on the router config?

There's interop problems between different releases of IOS since they were positioned in different trains for development, the rule of thumb for running voice is

to run same IOS on both ends of the call.

would recommend you upgrade to the latest on both ends of the router.
